Independent Commission for Aid Impact publishes three year work plan
The Independent Commission for Aid Impact has today published a work plan outlining its intended programme of activity for the next three years.
ICAI Chief Commissioner Graham Ward CBE unveiled the plan at an event in Parliament with the Chair of the International Development Select Committee, Rt Hon Malcolm Bruce MP and the Secretary of State for International Development, Rt Hon Andrew Mitchell MP. The event also marks the official launch of the Commission.
The ICAI work plan covers core development areas such as health, education and Africa. It also addresses a wide range of topical issues including Afghanistan, corruption and climate change, as well as other important areas which are key elements of the fight against poverty.
The plan has been compiled with the benefit of analysis and proposals from a range of sources including a public consultation which called for members of the public to have their say on which areas of aid ICAI should scrutinise.
Chief Commissioner, Graham Ward CBE said: “Today is an exciting day for the Independent Commission for Aid Impact as it marks both the publication of our work plan and our official launch.
“I would like to thank all of you who responded to the consultation and those who have shared with us their expertise and advice. Your views have been vital in shaping our thinking around the work plan and in respect of our priorities.
“We believe that the work plan does justice to the breadth, depth and complexity of UK aid expenditure. Whilst we recognise the challenges of the task ahead of us we look forward to putting the plan into action.”
At the event the Chief Commissioner also confirmed that the contractor appointed to work with ICAI will be KPMG in partnership with Agulhas Applied Knowledge, the Centre for Evaluation of Global Action (CEGA) and SIPU International.

ICAI has appointed a contractor to carry out work on its behalf. This work will be led by KPMG in partnership with Agulhas Applied Knowledge, the Centre for Evaluation of Global Action (CEGA) and the Swedish Institute for Public Administration (SIPU).
• Agulhas – a UK-based development consultancy
• CEGA – a multi-disciplinary research centre based at the University of California, Berkley, which specialises in development evaluations
• SIPU International – a Swedish consultancy and training organisation specialising in capacity building and institutional development in transitional and developing countries, which has expertise in joint donor evaluations and capacity building.
