Our approach

This information note provides a factual, non-evaluative account of UK humanitarian aid to Afghanistan since the Taliban takeover in August 2021, focusing primarily on developments over the past year.

It draws on documentation from and interviews with the Foreign, Commonwealth and Development Office (FCDO) and the partners it funds, and interviews with other humanitarian actors, including UN agencies and non-governmental organisations (NGOs) working in Afghanistan. Interviews were conducted both remotely and in person in Kabul and Doha. In May 2024, ICAI Commissioner Sir Hugh Bayley visited Afghanistan, where he met UN agencies and local and international NGOs supported by the UK.
