This update finds that the Illegal Migration Act 2023, if implemented in full, could mean that much of the Home Office’s current spending on support for asylum seekers in the UK would no longer be eligible to be counted as Official Development Assistance (ODA).

It models three hypothetical scenarios of how the aid budget could be affected by the Act, depending on the extent to which it is implemented, including the use of safe routes.
