Our approach

This review set out to assess and compare the value for money and effectiveness of DFID’s education programmes in Tanzania, Rwanda and Ethiopia and to learn lessons for education programmes more generally.

The study sought to draw conclusions on the value for money and effectiveness of UK education funding in the East Africa region. It focused on outcomes beyond enrolment – through the stages of attendance, progression, completion and attainment – to the wider impact, as far as it was possible to assess. The study involved delivery and impact evaluations of elements of the education programmes. It took particular account of the impact of the context on the delivery and performance of the UK’s aid.
