Our approach

This review set out to assess whether DFID was achieving impact and value for money in India through an evaluation of its health and education programmes.

We looked at four health and education programmes in the state of Bihar. Together, these were budgeted to spend over £180 million between 2010 and 2016.

The overall evaluation sought to identify impact and value for money, using the key questions set out in the inception report and terms of reference. The approach was geographical, focussing on one state – Bihar – where both education and health are supported by DFID. Comparative assessments were undertaken of the results and approaches of a small number of education and health programmes. For each of the key questions, comparisons were made between the programmes, highlighting key differences in inputs, outputs and outcomes.
