In January 2014, ICAI sent a small team, led by Commissioner Mark Foster, to assess and provide prompt and timely feedback on the appropriateness and effectiveness of the UK Government’s response to Haiyan.

Afghanistan is one of the most difficult places to deliver aid and DFID’s staff work hard under demanding conditions. ICAI examined the effectiveness of DFID’s bilateral growth and livelihoods projects, giving a rating of Amber-Red.

The Government has published the results of the Triennial Review which considered whether there is a continuing need for independent scrutiny of the UK’s Official Development Assistance (ODA) and whether the Independent Commission for Aid Impact (ICAI) was fit for that purpose.

We gave this report a Red because we had very serious concerns regarding the financial management and governance of TradeMark Southern Africa. We first made DFID aware of our concerns in May. DFID has now terminated the programme which is, in our judgement, a good decision. We welcome the Secretary of State’s announcement that programme controls will be strengthened and that improvements will be made to DFID’s Internal Audit.
